Why can't I measure 12VAC out of my electronic transformer?

Electronic transformers typically operate at a frequency above 20KHZ and require a minimum load of about 1/3 their rating to power up. If trying to measure the voltage with no load attached, the voltage may not be present until a load is connected. Try connecting a load instead of measuring the open ended output. This will tell you right away if the transformer is functional.
